I have this problem all the time, and the quick fix for us is to edit the "notes.ini" file and delete everything but the first 6 or 7 lines, save it, then restart Notes.
We think this might be a conflict with Norton Anti-Virus? Not sure, but today we are trying to exclude the Notes directory from Norton.
